update centmin.sh menu option 24 YUM exit check in 130.00beta01

- update for EL8/EL9 systems the ImageMagick YUM package check part when YUM updates check is made on centmin.sh menu option 24 exits. Usually, if ImageMagick YUM package update is available on centmin.sh menu option 24, it will give message that ImageMagick YUM package updates are available and for users to use centmin.sh menu option 15 to update ImageMagick YUM package and recompile Imagick PHP extension at same time. This check and message notification is tied to OS versions and only had CentOS 7 check and was missing check for EL8 and EL9 OSes like AlmaLinux and Rocky Linux 8/9. This update adds the EL8 and EL9 check so that centmin.sh menu option 24 exits will now show the ImageMagick update via centmin.sh menu option 15 when applicable
