    fix centmin.sh menu auto update for python pip psutil in 123.09beta01

    - Fix bug outlined at centmin.sh - I saw this bug when access the menu by ensuring setuptools is updated before psutils for python 2.7 based pip
    - Existing centmin.sh 123.09beta01 users can run cmupdate command to update local code on server at /usr/local/src/centminmod and then manually run, tools/pip-updates.sh via these 2 commands where cmdir changes you into /usr/local/src/centminmod directory and 2nd command actually runs the update
