    update EL9 yum install routine for iptables handling in 130.00beta01

    - for EL9 version 9.4 yum update conflict occurs with EPEL yum repo installed iptables-legacy, this update fixes and ensures iptables-legacy isn't accidentally installed by EPEL for EL9 newly installed Centmin Mod systems
    - for existing EL9 9.3 version users trying to update to AlmaLinux or Rocky Linux 9.4 from 9.3, you can see solution at https://community.centminmod.com/threads/cant-yum-update-on-almalinux-9-3.25149/#post-99554
