    re-enable 1.1.1 TLS 1.3 support when Lua Nginx module enabled in 123.09beta01

    When optional Lua Nginx module is enabled, ensure OpenSSL 1.1.1's TLS 1.3 support in Nginx is enabled too https://community.centminmod.com/threads/ssl-upgrade.17384/#post-73448. It wasn't enabeld in the past as in past Lua Nginx module didn't fully support OpenSSL 1.1.1/TLS 1.3 until now.
