update default nginx & memcached uid/gid in 130.00beta01

- for fresh Centmin Mod 130.00beta01 installs change the default nginx (956) and memcached (957) linux user ids (uid) and group ids (gid) to a value <1000
- existing Centmin Mod 130.00beta01 installs have a standalone tools/switch_user_ids.sh script which can be ran to change existing nginx and memcached user ids. Ensure you backup your data or test on test server before running on production live systems. Generally users do not need to run the script or change uid/gid numbers. This is if you have software you have licensed that counts user ids >1000 as user accounts and charge per user licensing fees
