    update installers LXD check & addons/wget.sh in 131.00stable

    - the final EL8/EL9 installers were missing some LXD container check routine updates that were in 130.00beta01 private best testing installers but didn't make it into the final EL8/EL9 public installers. This update updates the installers for this
    - update addons/wget.sh for missing EL9 routine checks
