    disable ngx_pagespeed module for Nginx 1.23 in 124.00stable

    - ngx_pagespeed module is an optional Nginx module not installed by default but the module hasn't been updated in 2yrs and no longer compatible with Nginx 1.23+ https://community.centminmod.com/threads/nginx-1-23-1-upgrade-failure.23105/#post-94058. So when Nginx 1.23+ is used with NGINX_ONETWOTHREE_COMPAT='y' right now, it will auto disable Nginx pagespeed module via setting NGINX_PAGESPEED='n' and NGXDYNAMIC_NGXPAGESPEED='n' to disable it if it has been optionally enabled specifically by the end user.
