    Update OpenSSL 1.1.1a patch to enable backported TLS 1.3 draft 23, 26, 27, 28 support when OPENSSL_TLSONETHREE_BACKPORTDRAFTS='y' variable is set in persistent config file /etc/centminmod/custom_config.inc prior to centmin.sh menu option 4 nginx recompile/updates

    Is it effective to maintain this patch?
    As all major browsers Chrome and Firefox (with auto upgrade feature opt-in) are supporting TLS 1.3 final.

    True.. probably by OpenSSL 1.1.1b won't be needed
