update nginx and php-fpm routines & GCC fixes in 130.00beta01

- when nginx and php upgrade routines in centmin.sh menu options 4 and 5, respectively error out and fail, add a message for folks to try the cmupdate command and re-try upgrades in case there are outstanding bug fixes the user has yet to pull down via cmupdate command
- fix GCC 12 and 13 flags for Nginx compilations
