update PHP upgrade routine in 130.00beta01

- when you set optional variable PHP_CUSTOMSSL='y' in persistent config file /etc/centminmod/custom_config.inc so that PHP-FPM compiles using custom OpenSSL version used by Nginx i.e. 1.1.1, there's a missing check which this update adds to notify users running centmin.sh menu option 5 PHP updates that if Nginx OpenSSL version installed differs from centmin.sh default Nginx OpenSSL version set and prompt them to exit centmin.sh menu option 5 to run centmin.sh menu option 4 Nginx update first to get latest Nginx OpenSSL version set and then run centmin.sh menu option 5 PHP update/recompiles.
