part 4 fix pure-ftpd login issues in 131.00stable

- revert nginx user's uid and gid defaults from 956 to 1000 to allow pure-ftpd virtual ftp user logins to prevent pure-ftpd log in issues with message lke
- this issue only applies to new fresh centmin 131.00stable which defaulted to nginx uid/gid = 956 and users can fix this by running cmupdate and then run and exit centmin.sh menu once
