update nginx vhost generated remove-cmds-${vhostname}.log for pre-staticfiles-local

- nv command and centmin.sh menu option 2 nginx vhost generators log the commands to remove vhost into /root/centminlogs/*_remove-cmds-${vhostname}.log log files and it's missing the removal for /usr/local/nginx/conf/pre-staticfiles-local-${vhostname}.conf
