update inc/php_configure.inc in 123.09beta01

- Switch back libicu for php 7.1, 7.2 branches as well. PHP 7.2.16 seems to have issues with newer libicu ICU v62 in centos 7 while php 7.2.15 was fine, so switch back to system libicu ICU v50 in centos 7
- Add -Wno-deprecated-declarations flag to compiler options for newer GCC compiler compatibility
