    prepare nginx vhost separate templates for 123.09beta01

    - prep work to separate nginx vhost templates from the generation routines into their own template files for easier end user editing eventually
    - templates/readme.txt explains how to edit the templates
    - doesn't not currently do anything as nginx vhost routines still use existing inline vhost template generation for now.
