Feedback Enable BBR on Cmm 8

Please enable BBR on Centminmod EL8 and EL9.

It is recommended by Nginx itself: Optimizing Web Servers for High Throughput and Low Latency - NGINX

Just like tcp_fastopen which is already on by default at CMM, it is 'again, free performance.'
BBR requires Linux kernel version 4.9 or above. Which is supported out of the box on EL8 and EL9.

 

Same goes for the recommendation by Cloudflare: https://blog.cloudflare.com/http-2-prioritization-with-nginx/ and so there are no more parties recommending it.
