Scheduled - We will be performing network maintenance on Tuesday, February 8 from 00:00 UTC until 03:00 UTC as we add additional capacity to these datacenters. We do not expect any downtime during this maintenance, however a brief period of packet loss or increased latency may be observed.

    Seems Tata as Transit.
And as bonus Tata's FRANKFURT-F2C-TATAC could be the same Telecity based Linode's Frankfurt datacenter as connection is almost instant.

    Exactly.
Vodafone and Sparkle to go for both the UK and Germany.

My choice goes to Vodafone first.
Large network and well connected in the EU.
