revise swap disk detection for non-openvz systems in 123.09beta01

Before this change, only when detected 0 swap size does Centmin Mod auto add a 1GB swap disk. But now revised that detection to 0 or if less than 1GB memory installed + less than or equal to 512MB swap disk, still adds an additional 1GB swap disk. The reason is due to Nginx and PHP-FPM source compiles can take up alot of memory and some systems default to very low swap disks by default i.e. Linode default preset is 256MB swap disk. May not be enough on 1GB memory systems.
