revised php intl extension's libicu version update routine in 123.09beta01

- revised and fixed php intl extension required libicu version update routine to fix issues discussed at https://community.centminmod.com/threads/update-php-intl-extension-libicu-library-version-for-centos-7-in-123-%E2%80%A6.16663/ and extended updates to both centos 6 and centos 7 systems.
- for centos 6, update libicu and libicu-devel packages from distro system default ICU version 4.2.1 to 50.1.2 provided by remi yum repo packages libicu-last and libicu-last-devel
- for centos 7, update libicu and libicu-devel packages from distro system default ICU version 50.1.2 to 62.1 provided by remi yum repo packages libicu62 and libicu62-devel
