Stable Branch add versionlock for non-base libraries linked by PHP in 132.00stable

    add versionlock for non-base libraries linked by PHP in 132.00stable

    EPEL 9 updated libavif 0.11.1 to 1.1.1, replacing libavif.so.15 with
    libavif.so.16. A plain dnf update removed the library the source compiled
    PHP links against, and php-fpm failed on its next restart or reboot.

    Changes:
    - add tools/php-libs-versionlock.sh to versionlock the non-base repo
    packages (EPEL, Remi etc) owning the libraries php-fpm, php and PHP
    extensions link against, plus their sibling subpackages (-devel etc);
    status reports held updates that change a soname, check reports
    missing libraries
    - centmin.sh menu option 5 updates the locked packages before PHP
    configure and locks them again after a successful build
    - lock the packages at the end of the initial install
    - dmotd warns at SSH login when PHP shared libraries are missing
    - add PHP_LIBS_VERSIONLOCK='y' and DMOTD_PHPLIBCHECK='y' toggles
    - EL8+ only, EL7 EPEL and Remi repos are frozen
