add tools/check-upstream-versions.sh maintainer tool in 140.00beta01

Maintainer tool that compares the source compiled dependency versions
pinned in centmin.sh, installer8x.sh and inc/*.inc against the latest
upstream releases and checks each pinned version still downloads.
Not called by centmin.sh.

- check the current tree or several branches side by side with
--refs "origin/132.00stable origin/140.00beta01 origin/141.00beta01"
- reads GitHub tags via git ls-remote, PHP releases from php.net and
PHP extensions from the PECL REST API, lookups run in parallel
- series aware: PHP branches, freenginx stable and mongodb 1.x are
compared within their series, newer majors shown separately
- reports the lua-nginx-module and stream-lua versions the latest
lua-resty-core requires
- exit code 0 up to date, 1 updates available, 2 broken pins
- first run flags LIBZIP_EIGHT_FIVE_VER='1.22.7' as HTTP 404, 1.22.7
is the PECL zip extension version, latest libzip is 1.11.4
