re-enable pip_updates function in 123.09beta01

- pip_updates function was temp disabled due to centos 6 compatibility for psutil and glances pip installs requiring newer python 2.7 Beta Branch - temporarily disable pip_updates function for centos 6 errors. Now re-enable pip_updates function as centos 6 compatibility has been fixed by installing side by side python 2.7 via SCL yum package to use pip2.7 to update pip, psutil and glances.
- pip_updates function also updated for centos 7 and psutil update via python 2.7 distro pip by removing python2-psutil yum distro package if detected and then install via pip psutil
