    lower StartLimitBurst value in EL8 & EL9 in 130.00beta01

    - lower systemd service's custom StartLimitBurst value from previously increased 15 to 5 over the set 30 second StartLimitInterval to allow manual service restart of up to 5 times in 30 seconds to account for when end user makes config changes for nginx, php-fpm and redis server
    - existing EL8 & EL9 users will need to run cmupdate command and run cemtin.sh menu once and exit for changes to take effect
