update PHPMAKETEST variable routine in 130.00beta01

- ensure PHP upgrades via centmin.sh menu option 5 also support the PHPMAKETEST='y' variable enablement in persistent config file /etc/centminmod/custom_config.inc. Previously, only initial installed PHP routine supported it
- when PHPMAKETEST='y' variable is set prior to centmin.sh menu option 5 runs, also log output to /root/centminlogs/*-php-*-make-test.log for easier reference
- enabling PHPMAKETEST='y' variable will dramatically increase the PHP compile/upgrade times for centmin.sh menu option 5 runs as such it's disabled by default. On slow servers it could even add hours to compliation time! So only useful for troubleshooting or testing PHP bugs/fixes etc.
