    part 7 initial prep fixes for el9 support in 130.00beta01

    - update PHP 8.0 compatibility for OpenSSL3 and include SNMP fixes
    - with this fix and previous commit, should be able to have PHP 7.4 and 8.0 support el9 system OpenSSL 3 instead of having to use custom OpenSSL 1.1.1
