switch to memcached systemd service file in EL8+ in 130.00beta01

- for EL8+ systems switch memcached server to systemd service file for out of the box Centmin Mod installations. This should be the last Centmin Mod installed service switched over to systemd service files that previously used /etc/init.d/ service files
- for EL8+ systems, memcached settings are set in /etc/sysconfig/memcached while service file is at /usr/lib/systemd/system/memcached.service
- for CentOS 7 existing /etc/init.d/memcached service file and configuration remains
