    update inc/brotli.inc add GCC 8/9 optional support in 123.09beta01

    - with centos 7 systems add DEVTOOLSETSEVEN, DEVTOOLSETEIGHT and DEVTOOLSETNINE variable support to brotli module compile routines for GCC 7, 8 and 9 respectively.
