    prep nginx routines to support nginx-quic branch in 130.00beta01

    - prep nginx routines support official Nginx's nginx-quic HTTP/3 experimental branch with openssl forked quictls 1.1.1 library for centmin.sh menu option 4 upgrade/recompiles https://quic.nginx.org/
    - currently not working fully though

    nginx version: nginx/1.23.1 (070922-071757-centos7-f2491e1-br-6e975bc)
    built by gcc 11.2.1 20220127 (Red Hat 11.2.1-9) (GCC)
    built with OpenSSL 1.1.1q+quic 5 Jul 2022
