extend PHP download check routine in 123.09beta01

Existing PHP geographic mirror download check routine only checked for 404 not found download links to fall back to php.net USA main download site. This update extends that check to ensure valid HTTP status code 200, 301, 302 are detected for PHP geographic mirror download links and fall back to php.net USA main download site if those status codes are not detected.
