backport updates from 130.00beta01 in 124.00stable

- update local geoip location server routines
- prep for supporting PHP 8.2.0 alpha2 version https://www.php.net/archive/2022.php#2022-06-23-1. You'll need to specify version as 8.2.0alpha2 in centmin.sh menu option 5
- not all PHP extensions and routines will support PHP 8.2 right now in it's alpha state. So not advisable for use on production live sites.
- fix nginx stream module to support nginx 1.22 and 1.23 was missing a version check
- update ngx_http_redis nginx module 0.3.7 to use own local fork with patched version 0.4.0-cmm https://github.com/centminmod/ngx_http_redis/releases/tag/0.4.0-cmm for nginx 1.23 preliminary support testing
- update headers-more nginx module 0.33 to use own local fork with patched version 0.34-cmm https://github.com/centminmod/headers-more-nginx-module/releases/tag/v0.34-cmm for nginx 1.23 preliminary support testing
- still have nginx 1.23 updating blocked off publicly via NGINX_ONETWOTHREE_COMPAT='n' variable until further testing is done with NGINX_ONETWOTHREE_COMPAT='y'
