Beta Branch el8 GCC 11 switch in 130.00beta01

    el8 GCC 11 switch in 130.00beta01

    - for el8 OSes switch from GCC 10 to GCC 11 for compilation routines. So for AlmaLinux 8 or Rocky Linux 8, GCC 11 will be used for compilation routines to better match with new cpus. GCC 11 is already the default for el9 OSes.
