For your kernel you must restart your server to activate it.

You can avoid that by using a service like:

Linux Kernel Live Patching | Kernel updates without reboots

that is patching the kernel on memory and there is no need to restart your server.

For your second question you can run from ssh:

and if the result is disabled then i think you can ignore that message without any issues or even better you can wait for someone else with more knoledge than me to provide more help to you
