Upgrade i got some warning when recompile the backported

• CentOS Version: rocky linux 9.8
• Centmin Mod Version Installed:
  132.00stable
• Nginx Version Installed:
  nginx/1.31.3
• PHP Version Installed:
  PHP 8.1.34 (cli) (built: Oct 22 2026 10:21:20) (NTS)

While running the test suite after recompiling, I encountered a missing command warning for sysctl.

I confirmed that sysctl is already available on my vps (sysctl from procps-ng 3.3.17), so this seems to be an issue with the execution environment's $PATH (e.g., non-interactive shell not including system binary paths).
