revise php extension routines for php 7.3+ in 123.09beta01

- add extra check for standalone php extension routines like centmin.sh menu option 10, 13, 15 which compile memcache/memcached, redis and imagick php extensions to check if PHP 7.3+ is enabled and ensure GENERAL_DEVTOOLSETGCC='y' is set for them
- fixes latest imagick PHP extension standalone recompile errors with centmin.sh menu option 15 and latest imagemagick yum package issues
- removed the temp downgrade fix of imagemagick version lock so centmin.sh menu option 15 should now get latest imagemagick yum package as normal
- running cmupdate and then centmin.sh menu option 15 should fix imagick php extension compiles if they are failing before
