add tools/mariadb-jemalloc.sh switcher in 123.09beta01

- for centos 7 MariaDB MySQL servers - allow optionally for MariaDB 10.3+ switching default system glibc memory allocation (malloc) to jemalloc memory allocator if detected that system supports and has installed jemalloc. Requires MariaDB MySQL server restart so be aware of that when you run tools/mariadb-jemalloc.sh
- for centos 7 MariaDB MySQL servers - if more than one cpu socket system is detected optionally allow applying numa interleave optimisations
