    update inc/phpng_download.inc

    deregister PHP upgrade version detection for = 7.0.0 which use to download github master source code. Now that PHP 7.0.0 is GA release version, use official mirror source instead PHP: Get Download when PHP upgrade specified 7.0.0 and higher is used
