Hardware Low performance Hetzner server

Hi all
I need a dedicated server for my service I need more storage,so I get this two server from Hetzner
AX41 (no nvme)
and
Hetzner auction server:
Intel Xeon E3-1275V6
2x HDD SATA 4,0 TB Enterprise
4x RAM 16384 MB DDR4 ECC
But after install centmin mod I think it's slow when I look to other install time
Both server in Finland

I will try

 

systemctl enable cpupower
systemctl start cpupower
Not work for the server AX41
After reboot back to low frequency I will try for the other server.
I think the problem maybe with the HDD I/O performance

its was problem about net speed i contacted Hetzner support and this is new stats
