delete dead _dmotd_sep_light helper from dmotd.sh in 140.00beta01

The _dmotd_sep_light() function had zero call sites — grep confirmed
only the function definition existed. Removed to reduce reader
confusion. Updates the adjacent helper-block comment to drop the
stale "/light" reference. If a future structured footer redesign
needs a sub-section separator, restore it then.
