not sure exactly you mean a VPN service or http proxy like service ? maybe it might help you due to bad internet connectivity of your ISP provider ?

You generally can't improve your ISP connection's ping time if your ISP routing you properly for your location I don't think. Still 200ms or 99ms is quite slow for local connection but normal if you're on dial up latency like speed connection. Example, I am in Brisbane Australia and Brisbane ping would be <10ms. And interstate Brisbane to Sydney would be around 10-20ms on 100Mbps cable connection.

example of browser dev tool network tab's throttle preset connection speeds and associated ping latencies you'd expect

and webpagetest.org example ISP speed profiles and ping / RTT round trip times

lol, ping reducer in Iran, hahahaha, sounds like a government backed intelligence intercept initiative, it may seem faster, but someone's going through your shit using wireshark on a 'passive' level.

It's incomprehensible to add another 'man-in-the-middle' style server and say it's faster, as @eva2000 said, it's probably your isp, and any perceptions of lower latencies are not accurate and won't be uniform.

    Use CDN.

I personally don't recommend using VPN services in countries like Iran and other authoritarian style regimes that have a fairly advanced electronic warfare capability. Generally people there use western VPN, if they can, as western governments don't jail people for tweeting their opinions.
