I've a 3GB VPS where I have just installed Centos 7 for centos .08 beta installation. Is it safe to use my-mdb10-4gb.conf on a 3GB VPS?

hard to say without knowing your system and mariadb mysql server's memory usage

you can try it and monitor memory usage over time

if the innodb_log_file_sizes differ in my.cnfs you'd want to initially set the 4gb cnf to same size as existing /etc/my.cnf or adjust innodb_log_file_size as per MySQL :: MySQL 5.6 Reference Manual :: 14.5.7 Changing the Number or Size of InnoDB Log Files and Resizing the InnoDB Tablespace
