True - depends on VPS providers' respective resource management. DigitalOcean is an example of how their VPS ranges are now some of the poorest performing I've tested.

I wonder how much global chip/computer hardware supply chain constraints are impacting hosting provider's ability to grow and roll out more servers to meet their customer's needs?

Little. Behind Digitalocean and Linode for example are big and powerful parties who can get to the bottom. These have good contacts (After all, you get mega discounts when you buy giga lot of hardware).

The chip problem plays only a small role. The question is how far do you want to go in the race to the bottom.

With their current pricing, is it really the bottom. I'm sure there's other providers further down there :)

Looks like Hetzner's recently had backbone issues with undersea cable being cut Hetzner Online Status

On these types of cables, given the complexity and difficulty of maintenance.
Usually no savings are made on them.

Hetzner does not have its own sea cable so apparently their upstream provider had his breakdown. Apparently the problem was made within a day. Pretty cleverly fix for a fibercut at a subsea cable, within a day.

Apparently the cut was, it seems to me in an accessible spot. I have no experience with sea cables but if it is deep enough in the sea at km's distance from the coast then you are a busy person in the next weeks.

For example, the island of Tonga was digitally limited for a long time because sea cables were damaged by a volcano eruption.
