Forums Update PHP 7.2 latest

The forums are even faster than before now with PHP major version update from PHP 7.1.24 to PHP 7.2.13 which is being released in less than 24hrs. The PHP 7.2.13 version is running with Profile Guided Optimizations enabled (PGO), so it's performance is some PHP apps will be close to PHP 7.3 like performance (for non-Centmin Mod systems).
