update igbinary routine in 123.08stable

igbinary php extension master branch removed PHP 5.5 support so need to use igbinary 2.0.8 version instead which supports up to PHP 7.0.x only which is inline with 123.08stable only support max PHP 7.0.x. For PHP 7.1, 7.2 and 7.3 support, folks need to update to centmin mod 123.09beta01 and newer anyway which has newer igbinary version
