    PHPMVER must be checked together with PHPMUVER. Currently OPCACHEOPT always equals "" in clean installation (not PHP upgrade) because PHPMUVER is not defined in that case.

    PHPMUVER and PHPMVER are mixed in one if-statement, although only PHPMVER should be here.
