fix zip.h guard placement in 140.00beta01

The zip.h guard ran right after the first libzip block, so later PHP_ARGON and
PHP_LIBZIP blocks that select /opt/remi libzip (such as PHP 7.2 default
installs) went unchecked. It also stopped builds that used to succeed against
a system /usr/include/zip.h, such as EL8 with IMAGEMAGICK_SEVEN='y'.

Changes:
- run the zip.h guard after the last libzip decision, before PHP configure
- skip the guard when /usr/include/zip.h exists
- report zip.h as not found and add a remi-libzip-devel reinstall hint
