fix remi-libzip install conflict aborting PHP builds in 140.00beta01

A lagging Remi mirror can serve an older remi-libzip-devel in the remi repo
while remi-safe already has a newer remi-libzip. Naming both packages makes
dnf pick the newest remi-libzip, which conflicts with the older -devel's
exact-version requirement, so the install fails. The failure went unchecked,
and PHP configure still passed because LIBZIP_CFLAGS is preset, so the build
only failed later at make with zip.h missing. Fresh installs are affected:
later centmin.sh runs disable remi-safe.

Changes:
- install only remi-libzip-devel at both remi libzip install sites so its
exact-version dependency pulls the matching remi-libzip from the same repo
- stop the PHP build with an error when /opt/remi/libzip/include/zip.h is
missing after the remi libzip setup
