fix version cache outages, update-available push timeouts and cmupdate gitclean re-clone in 132.00stable

The login and cron version checks no longer refetch on every call while
php.net or nginx.org is down, an update-available push no longer hangs a
login on a slow Pushover API or announces a PHP version that is not
newer, and cmupdate no longer re-clones (dropping local changes) when its
gitclean.txt check gets an error page.

Changes:
- dmotd and check-for-updates.sh cache a failed version fetch as an empty line for CACHE_TIMEOUT; nginx.org/freenginx.org fetches limited to 20 seconds
- dmotd and check-for-updates.sh: Pushover push timeouts (10s connect, 30s total)
- dmotd and check-for-updates.sh: PHP update notice only for a version newer than the installed one
- cmupdate.sh: gitclean.txt fetched with curl -f and TLS checks; only an explicit "yes" re-clones, anything else does the normal git sync
