Master Branch update MariaDB 10.4 default my.cnf template in 123.09beta01

    update MariaDB 10.4 default my.cnf template in 123.09beta01

    for performance regressions https://jira.mariadb.org/browse/MDEV-16337 and https://jira.mariadb.org/browse/MDEV-20697 to set optimizer_use_condition_selectivity=1 by default like MariaDB 10.3 and prior versions. MariaDB 10.4 set it to value of 4 by default. Also added commented out disabled variable join_cache_level=0 for workaround mentioned in by Xon at https://community.centminmod.com/posts/78960/ which end users can uncomment and restart MariaDB 10.4 server to implement.
