    fix phpfpm-brotli.sh lock file on CentOS 6 in 132.00stable

    tools/phpfpm-brotli.sh opened its lock as /run/phpfpm-brotli.lock, but
    CentOS 6 has no /run, only /var/run. Every cmupdate there ended with
    "/run/phpfpm-brotli.lock: No such file or directory", "flock: 9: Bad
    file descriptor" and a false "another phpfpm-brotli.sh run holds
    /run/phpfpm-brotli.lock", and the reconcile step exited 1.

    Changes:
    - use /var/run/phpfpm-brotli.lock when /run does not exist; gated on a
    missing /run, so CentOS 7 and EL8-EL9 keep /run/phpfpm-brotli.lock
    - the "another run holds" message names the lock file in use
