fix mongodb version selection for PHP upgrades in 140.00beta01

The mongodb PHP extension version was chosen with PHPMVER, the default PHP_VERSION (7.4), tested alongside the target version, so a centmin.sh menu option 5 build of PHP 8.0-8.3 got the PHP 7 release mongodb 1.11.1. mongodbphptarball() and mongodbphplocaltarball() also used shorter chains than checkmongodbtar(), and because the tarball download sets the version again, PHP 8.2 and 8.3 builds ended up with mongodb 1.13.0. Use the PHP version being built, PHPMUVER on upgrades and PHPMVER on initial installs, as 141.00beta01 already does, and give all three functions the same chain.

Changes:
- inc/mongodb.inc: checkmongodbtar() picks MONGODBPHP_VER from mongodb_phpver (PHPMUVER when set, else PHPMVER)
- inc/downloads.inc: mongodbphplocaltarball() and mongodbphptarball() use the same mongodb_phpver chain as checkmongodbtar()
