fix PHP configure failure when systemd-devel can't be installed in 132.00stable

On EL7, EL8 and EL9 every PHP build adds --with-fpm-systemd and installs systemd-devel with yum when it's missing, without checking whether the install worked. When yum can't reach the OS repos, as on CentOS 7 servers that get 403 Forbidden from vault.centos.org, the install fails silently and PHP configure aborts with "configure: error: Your system does not support systemd." Check for systemd-devel again after the install attempt. If it's still missing, print a warning and build PHP-FPM without --with-fpm-systemd. The php-fpm.service unit from tools/php-systemd.sh is Type=forking in both of its variants, so php-fpm runs the same without the systemd integration.

    Changes:
    - inc/php_configure.inc: add --with-fpm-systemd only when systemd-devel is installed, otherwise warn and build without it
